The move, which has been welcomed by Kevin Brennan MP, also calls for fairer access, more information about courses, likely future earnings, teaching quality and closer links with business.
"Students need more information about their courses," said Mr Brennan.
"At the end of the day studying is a big commitment and will have a huge effect on the rest of their lives.
"So they deserve to know what exactly the courses will do for their job prospects and earnings.
"A lot of people said that widening opportunity would harm the excellence of our Universities.
"The last decade has proved them wrong and I believe we need to get even more people into higher education.
"Students are not just school leavers, the UK has just under six million workers with qualifications equivalent to A levels but with no experience of higher education.
"To get more people studying we need make courses more tailored to peoples needs.
"I want to see more part-time study, vocationally-based foundation degrees, work-based study and more studying whilst living at home.
"Business and industry contribute a lot to our higher education and their involvement is a big plus.
"They need be involved even more so that courses are suitable for the world of work."
