Permission for a controversial city office block in Cardiff will go before planners this week.
Developer JR Smart wants to build a new office building on John Street.
But thousands of people have signed a petition raising concerns about the effect it would have on community arts groups who use nearby studios.
When the plans were first revealed, a petition was started which has received more than 3,000 signatures. It said that while redevelopment of the area is supported, parking and access to the existing units must be maintained.
It received support from Super Furry Animals and the Barry Horns.
As a result, formal objections were submitted calling on the developer to retain access to the arches and to fully consult with the occupants.
Politicians Mark Drakeford AM, Kevin Brennan MP and Councillors Darren Williams and Peter Bradbury all raised concerns.
There have also been 35 individual objections from users and businesses which use the arches and said their access would be limited by the development.
